Sorry, meant to send this out a while ago.
The 2.3.2RC3 vote is cancelled in order to fix the license issues
raised by Henri Yandell.
I have addressed these issues (and a few more which came to light
while I was doing that) and have created a new release candidate.
I will be sending out a new vote shortly.
